Fluor Federal Petroleum Operations Leadership

Katy Marshall

 

Kathryn ‘Katy’ Marshall is FFPO’s President and Chief Executive Officer and Project Manager of the Strategic Petroleum Reserve (SPR) Management and Operations (M&O) contract with the U.S. Department of Energy (DOE). In this role, she is responsible for the performance of the overall enterprise and partners with DOE, regulators and other stakeholders to provide safe, secure and responsible stewardship of this national resource.

 

Katy joined FFPO’s leadership team as Life Extension 2 Project Manager in August 2022. As a Fluor Mission Solutions Senior Vice President, Katy has more than 33 years of experience in engineering and construction for international and domestic industrial and government projects. She has project experience with mega projects in the United States, Canada, Australia, Qatar, Kazakhstan and Russia. In 2023, she was selected to lead FFPO.

 

Katy has a Bachelor’s degree in Biology and Environmental Science from Baylor University and a Bachelor’s degree in Civil Engineering from Texas A&M University.

 

 

Jason Kithas

 

FFPO Assistant Project Manager for Engineering and Projects Jason Kithas began his project experience with Fluor in 2000. His leadership roles include project management positions for petrochemical projects in Saudi Arabia, India and Malaysia; Lead Electrical Engineer for multiple Feasibility, Front End Engineering and Detailed Design projects; Project Engineer on the FEMA Katrina effort in Louisiana; and Product Director-Electrical for Strategic Sourcing.

 

Jason is a licensed Professional Electrical Engineer in Texas who earned a Bachelor of Science degree in Electrical Engineering from Texas A&M University.

 

 

 

 

 

John Brabec

 

Life Extension 2 (LE 2) Project Manager John Brabec joined FFPO in December 2020 as LE 2 Deputy Project Manager. Prior to joining FFPO, John managed major capital projects at several power generation facilities in the U.S. The projects included major design-build efforts to modernize and refurbish the nuclear steam supply side of reactor plants and leading a Nuclear New-Build construction project.

 

John’s professional career also included operating a dual-unit nuclear power facility from the control room, which prepared him for managing and leading functional areas including Operator Training, Plant Chemistry Department Management and Emergency Response Planning.

 

John began his career in the U.S. Navy as a Naval Nuclear Power School graduate. His career in the Navy included a wide range of engineering, operating and maintenance experiences on nuclear-powered submarines and submarine repair facilities.

 

 

Rudy Moraga

 

As Assistant Project Manager for Safety and Technical Services, Rudy directs the Environmental Safety & Health (ES&H) and the Emergency Preparedness programs to protect SPR workers and subcontractors, the public and the environment.

 

Since joining Fluor in 1989, Rudy has developed comprehensive ES&H programs for eight DOE and Department of Defense projects. He started his career as a project engineer in the petrochemical industry for the Alaska Prudhoe Bay oil field and progressed through construction management and ES&H leadership positions, gaining valuable insight into field safety practices. Rudy earned his bachelor's degree in Construction Management from the University of Washington.

 

 

 

Michele Morris

 

As FFPO's Chief Financial Officer and Assistant Project Manager for Business Operations, Michele Morris assists in managing the Finance, Procurement, Data Systems, Human Capital and Property and Facilities directorates. Michele began her career at the SPR in 1996. In that time, she has gained valuable experience serving as Director of Finance, Financial Services Manager, Senior Accountant and Junior Accountant. She is a Certified Public Accountant with a Master's in Business Administration from the University of New Orleans and a Bachelor's in Accounting from Louisiana State University.

 

 

 

 

 

 

Phill VonHoltz

 

As Assistant Project Manager of Operations and Maintenance, Phill is responsible for all operations and maintenance activities across the project to include the management of all four storage sites. Phill moved into his current role after 18 months as Site Director for West Hackberry.

 

Prior to joining FFPO, Phill spent 25 years leading, developing and overseeing complex logistics operations for the Department of Defense; spending his last nine years with the Army and a subsequent two years in private industry overseeing multi-billion-dollar petroleum supply, distribution and storage operations.

 

Phill has a bachelor's degree in Business Administration from Rowan University of New Jersey and a Masters in Logistics Management from Florida Institute of Technology.
