Summary of Primary Responsibilities Project Planning 1.Become thoroughly familiar with project objectives and goals. 2.Develop sufficient project/construction management plans which include, but not limited to: identification of project stakeholders, project resources, risk analysis, communications, procurement strategies, schedules, budget/cost profiles, quality inspection, work breakdown structures, change management, ES&H, security, etc. 3. Participate with MOC Project Controls personnel in the developmement of: government estimates, budgets, schedules, variance analysis, technical evaluations, studies, and earned value analysis as applicable. 4. Participate in constructability reviews. Construction Management 1. Provide support to MOC Subcontractor Managers Technical Representative (SMTR) or other field construction personnel throughout the project life-cycle as necessary. 2. Work closely with the DOE Project Engineer to assure client requirement are being met. Function as liaison between stakeholders, subcontractors including DOE prime contractors (A/E, other) and field construction personnel. Establish and maintain close working relationships with the assigned MOC Project Sponsor (when assigned) and the MOC lead Engineer. 3. Participate in Pre-Bid and Pre-Construction Meetings. 4. Participate in the development of QA Surveillance Plans and Hold Points, ES&H, and Security requirements. 5. Ensure timely completion and filing of project deliverables. 6. Participate in Readiness Review Board (RRB) meetings. 7. Perform post-project activities which include but not limted to: lessons learned, claims resolution, contractual and administrative closeouts, after action reports. Construction Safety 1. Assist in the development of Preliminary Hazards Review (PHR) and SPR Safety Checklists. Assure that these documents are coordinated prior to initiation of a Purchase Requisition (PR). 2. Participate in formal hazards analysis work sessions as required. 3. Review subcontractor ES&H submittals for contract compliance. 4. Perform periodic field surveillance of subcontractor safety processes, Job Hazards Analysis (JSA), Safe Work Permits (SWP), Personnel Protective Equipment (PPE), or other related documentation. Continuous Process Improvement 1. Participate in the continuous improvement of the MOC project management and construction procedures or other MOC processes. 2. Prepare and submit lessons learned.

Qualifications THIS POSITION WILL BE FILLED AS A SENIOR PROJECT ENGINEER/TECHNICAL SPECIALIST OR A PROJECT ENGINEER TECHNICAL SPECIALIST REQUIEMENTS: SENIOR LEVEL: Bachelor degree in engineering (civil, mechanical, chemical, or electrical) or construction management and ten (10) years of technical experience in a plant, construction or petro-chemical environments. In lieu of degree, canidate must have a High School diploma/GED and fifteen (15) years construction management experience within the petroleum/petro-chemical industry. REQUIREMENTS PROJECT ENGINEER/TECHINCAL SPECIALIST: Bachelor's degree and 5 years of experience OR HS diploma and 10 years of experience Must possess an understanding and practical application of project and construction management principles. Must have experience in managing construction projects consistent with or similar to the guidelines of the Project Management Body of Knowledge (PMBOK©) from the Project Management Institute (PMI). Must be knowledgeable of OSHA 29CFR1926 ? Safety and Health Regulations for Construction. Support a zero-incident safety culture in all projects and activities. Excellent written and oral communication skills are required. Must be capable of developing effective technical and non-technical correspondence, proficient in reading and understanding drawings and specifications, and can effectively interface and communicate with company, client management executives, third parties, and other profesisonals of a variety of disciplines and levels. Must be an aggressive self-starter, confident, ethical, and must strive to continuously improve the candidate's depth and breadth of project and construction management knowledge. Required skills - Microsoft Excel, Word, PowerPoint, Outlook, Sharepoint. DESIRED: 10 years of progressive knowledge of construction management preferably in a federal contracting environment. Certified Project Management Professional (PMP©) from the Project Management Institute (PMI). Certified Construction Manager (CCM©) from the Construction Management Assoc (CMAA). Knowledge of SAP, PrimaVera and/or Microsoft Project, Knowledge of estimating. SPR experience preferred.
